Robert Brown calls for better access to Higher Education for children of asylum seekers12.00.00am BST (GMT +0100) Thu 5th Jul 2007
A call for the Scottish Executive to respond to the aspirations of asylum seeker children to be able to attend University has come from Glasgow Liberal Democrat MSP Robert Brown. Mr. Brown made his comments after the release of the HMIe (Her Majesty's Inspectorate of Education) report, Joint Inspection of services for children of asylum seekers in the Glasgow City Council area, which commended the services in Glasgow as being good at meeting the needs of the children of asylum seekers. Robert Brown has lodged a motion in the Scottish Parliament welcoming "the recognition of the good work done by staff to meet the needs of children of asylum seekers" and acknowledging the "considerable challenges to children's services in this field" The motion concludes that "the Scottish Executive should respond to aspirations among asylum seeker children to undertake degree level studies, as identified in the HMIE report." The HMIe report explains that children and parents were often frustrated with lack of opportunities for progression to Higher Education and that higher achieving pupils were not always able to undertake study at degree level. Robert Brown said: "This is a real problem for young people who have often been in Scotland for some years. When they finish school and want to go to University, they are treated as if they were students coming from overseas and can be charged very high tuition fees when their classmates pay nothing. This is an unacceptable hurdle on top of the other challenges of being refugees. It is time the rules were changed." Ends Notes for Editors In May 2006, the Minister for Education and Young people requested that Her Majesty's Inspectorate of Education lead an inspection of services and support for the children in asylum seekers in the Glasgow City Council area. Services delivered by Glasgow City Council, NHS Greater Glasgow and Clyde, Strathclyde police, the Scottish Children's Reporter Administration (scra) and the voluntary sector were in included in the inspection. Report: http://www.hmie.gov.uk/documents/publication/Final%20Report.pdf text of motion: S3M-272 Robert Brown (Glasgow) (LD) : HMIE Report on Services for Children of Asylum Seekers- That the Parliament notes the HM Inspectorate of Education report, Joint Inspection of services for children of asylum seekers in the Glasgow City Council area; welcomes the recognition of the good work done by staff to meet the needs of children of asylum seekers and their parents and the strong leadership shown across the partner services; recognises the considerable challenges to children's services in this field; supports ongoing work towards achieving the improvements identified in the report, and believes that the Scottish Executive should respond to aspirations among asylum seeker children to undertake degree level studies, as identified in the HMIE report.
